Background

Project Jupiter is one of several campuses being built under the Stargate project, a multi-state initiative led by OpenAI, Oracle, and SoftBank to build 10 GW of AI compute capacity. At the Jupiter site in southern New Mexico, Stack Infrastructure and BorderPlex Digital Assets are developing the physical data center campus. Oracle will lease the AI-training data centers from BorderPlex Digital under an 18-year term, with OpenAI as the ultimate customer. The campus will consist of four buildings, with Epoch AI estimating projected capacity at 2.2 GW and completion by Q4 2028.

Construction Timeline

Construction on the campus began in September 2025, with land clearing visible in October 2025 satellite images. As of April 2026, seven months after construction began, the site still had not begun vertical construction. Building foundations were in progress but no structures or power generation equipment were visible in satellite imagery.

For comparison, at Stargate Abilene, Crusoe finished its first building shell six months after land clearing began and launched its first 200 MW phase 15 months after breaking ground, with construction running 24 hours a day. Based on Project Jupiter's slower pace, its first buildings are unlikely to come online until mid-2027 at the earliest.

Power Strategy

Project Jupiter's power strategy underwent a major shift in April 2026.

Original plan: dual gas turbine microgrids. The project initially planned to generate power through two separate natural gas microgrids. Acoma LLC, the entity set up for the project, filed two air quality permit applications with the New Mexico Environment Department for an East Microgrid and a West Microgrid with a combined capacity of 2,210 MW. The permit filings described two possible turbine configurations, with equipment specifications consistent with the GE 7F.05 (F-class) and GE 7HA series (H-class) gas turbines. More recent permit documents suggested the project could expand to as much as 2.8 GW.

The gas turbine plan required a new natural gas pipeline. Energy Transfer's Transwestern Pipeline subsidiary applied to FERC in January 2026 for expedited approval to build the "Green Chile Project," a 17-mile, $60 million pipeline that would deliver 400,000 dekatherms of gas daily from El Paso to the site. But the pipeline hit multiple obstacles: the New Mexico State Land Office denied permits for routing through state trust land in March 2026, FERC staff filed a protest over an incomplete application in April, and environmental groups filed formal challenges with FERC.

New plan: Bloom Energy fuel cells. On April 27, 2026, Oracle and BorderPlex announced that Project Jupiter would replace gas turbines and diesel generators with up to 2.45 GW of Bloom Energy solid oxide fuel cells, consolidating the facility into a single microgrid. The developers withdrew their previous air permit applications and submitted a new one, restarting the permitting process.

Bloom's solid oxide fuel cells convert natural gas into electricity through an electrochemical process rather than combustion. Oracle said the switch would reduce NOx emissions by approximately 92% compared to gas turbines and use a negligible amount of water. On Bloom's Q1 2026 earnings call, CEO KR Sridhar described Project Jupiter as "one of the largest islanded microgrid power facilities in the world," noting that Bloom was named the sole power provider for the site, replacing all previously planned turbines and diesel generators.

The fuel cells are part of a broader Oracle-Bloom partnership. In April 2026, the two companies signed a master services agreement for up to 2.8 GW of fuel cell capacity across Oracle's U.S. data center portfolio, with an initial 1.2 GW already contracted and deployment underway. Bloom's current manufacturing capacity is 1 GW per year, with plans to reach 2 GW by the end of 2026.

Regulatory and Political Context

The project's ability to run entirely on natural gas without meeting New Mexico's clean energy mandates stems from NM House Bill 93, signed on April 8, 2025. A late-session amendment reclassified microgrid power as "non-retail" until 2035, effectively exempting self-sourcing microgrids from the state's Energy Transition Act, which requires 50% renewable energy by 2030. Multiple lawmakers have called this a "loophole." In response, Sen. Jeff Steinborn introduced SB39, the Microgrid Oversight Act, which would require microgrids over 20 MW to meet renewable energy standards.

The developers have committed to building 500 MW of renewable energy by 2028 and an additional 500 MW by 2032.
